I&#039;m reasonably sure that people would do almost anything to avoid being seen as &quot;taking charity&quot;.  They might even get jobs.  And by not immediately cutting funding, the entitlement hustlers wouldn&#039;t have a legal leg to stand on when they realized what was happening.  I mean can you see the judge&#039;s face when one of them starts in about how these folks are not charity cases?  Yeah, sure Wilbur.  They subsist on someone else&#039;s labors, and that makes them &quot;entitled&quot; to that money?]]></description>
