If we just passed a law that every law applies to Congress as well as the public, no exemptions allowed — would that slow the regulatory excess? It should be accompanied by a rule that Congress has to devise the rules, they can’t pass defining the law off to some agency, they have to take responsibility themselves. Good one, Lon.
