Last week Majority Leader Steny Hoyer (D- MD) announced that the House would not be taking up a budget this year. The modern budget process was created in 1974, This will be the first time that the House has deliberately failed to pass a budget.
He inadvertently clarified the reason in an earlier statement: “It’s difficult to pass budgets in election years because they reflect what the [fiscal] status is.” Here we are with that uncomfortable “transparency” thing again. It’s an election year — they don’t want you to know how bad the finances are, because it might affect your vote! Or is there some other possible explanation?
He also once said “the most basic responsibility of governing is to pass a budget.”
